Protocol for the consular care of unaccompanied migrant children and adolescents.

This Protocol constitutes a useful tool, which allows to harmonise and to expand the system of protection of unaccompanied migrant children and adolescents, within the framework of first contact actions. Given precisely the latter, this instrument has been developed, on the one hand, in line with the content of Advisory Opinion 21 of the Inter-American Court of Human Rights on the Rights and guarantees of children in the context of migration and/or in need of international protection6, as well as with the process of implementation of the recently-enacted General Law on the Rights of Children and Adolescents.

Thus, and in order to ensure the most effective implementation of this model, a document called Toolbox is included with this Protocol; the latter contains a series of information that will allow those, who are responsible for the application of this Protocol, to take better advantage and to undertake a more effective intervention in favour of the comprehensive protection and highest assurance of the rights of unaccompanied migrant children and adolescents.

Thus, the Ministry of Foreign Affairs (SRE) and the United Nations Children’s Fund (UNICEF) are confident that this particularly practice-oriented document will contribute to building a consular diplomacy fully embedded in a rights-based approach.
